		<description>Very thoughtful observations Melissa. It&#039;s a complicated business, but in the end the long term impact of ICTD will be highly dependent on local capacity: and that is about technical skill, innovation, and business skills (and a huge number of other skills). We tried to do some of this (funded by the British Council) in a partnership with Makerere. One challenge we realised is that many of these skills are best learned via problem based learning - but problem based learning is hard to deliver when you have high student-staff ratios.  

I don&#039;t know whether you can make most difference by moving to an African University, or by basing yourself in the US and partnering. But certainly, establishing partnerships is a very imporant part of the jigsaw. Almost certainly more valuable than any single technical ICTD innovation.</description>

Hey I am using a Blackberry 8310 for internet, but everytime I try downloading anything it refuses saying I have no browser configurations, yet it does every other internet work(it is the one I am using to post this aticle)! 		<description>My word to you is that, you don&#039;t only need a lawyer to do your Company formation. But a CPA can also be contacted to help you. If in case your students don&#039;t have enough money to do that, please tell them to use student CPA or Lawyers as this helps all the parties.
Otherwise, its a bit tiresome here in Uganda since everything is mannual with registering a company in Uganda. in this era!!!!!</description>

		<description>For those that are curious, my students started a health software company called RIMPScom (RIMPS is an acronym composed of their initials).  They primarily do repairs on computers and mobile phones, but also will do consulting projects developing health software for small-medium health institutions in the Mbarara area.

As for the entrepreneur environment, there are more than a few small businesses in Uganda, although I cannot give you a full analysis of the entrepreneur environment. You might try by looking at the links in this post.

Most of the published papers and available information deals with the entrepreneur environment in Nairobi, South Africa, and Ghana, maybe Rwanda, all places where Internet access is much more readily and more cheaply available (but still significantly more expensive than elsewhere).  Business Process Outsourcing is playing a significant role in businesses, especially where Internet is flourishing. In Uganda there are several players in the Bulk SMS and database market that I&#039;ve evaluated - here you will see a mix of both pure Ugandan companies and companies either run by European expats or, more often, Indians.  In addition, there are many import/export shops selling goods.
